In India, two truly distinct products marketed as neem khali have been launched in the market and as a result of the immense price difference between them, it is the economically cheaper product that prevails in the market. One is neem seed material pressed mechanically, which keeps a fraction of its oil and most of the compounds that make neem worth using. The other is what remains after solvents have stripped the oil out, sold in 50 kg sacks as a bulk soil conditioner.
Both are legitimate products with real uses. The problem is that a terrace gardener buying neem khali is almost always buying it for pest suppression, and only one of the two delivers much of that. Neither bag is likely to tell you which you have, because "neem cake" is not a regulated term with a minimum azadirachtin content behind it.
Why does one name cover two different products?
Due to the fact that they originate from the same seed via two different processes and the terminology has not yet been established.
It is worth saying that this is not unique to neem, or to India. Oilseed processing everywhere produces a pressed cake and a solvent-extracted meal, and the two carry different residual composition and different value. What makes neem a special case for home gardeners is that the fraction removed happens to be the fraction they are buying the product for, which is not true of most other oilseed by-products.
Neem seed kernels contain roughly 30 to 40% oil. A mechanical expeller squeezes out a large part of that oil and leaves a cake behind, and because the press cannot get everything, the cake retains residual oil along with the fat-soluble compounds dissolved in it. This is what most people picture when they buy neem khali: dark, oily to the touch, strongly smelling.
Which way do the economics push?
Toward stripping the seed as completely as possible. Solvent extraction takes it a step further: the cake is treated with a solvent, usually hexane, which dissolves the residual oil and carries it away. The remaining substance is called de-oiled neem cake. This is a pale, dry, and less aromatic product, sold at significantly lower price than the previous one. Its main value lies in bulk organic matter and nitrogen content, which is even useful for application in agricultural fields but is of very little value for 12 inch pot.
Commercial forces are at play like never before. The most profitable route is to extract as much oil as possible from the neem seed, and to move the remaining residue as cheaply as possible. That explains the availability of de-oiled cake in the marketplace and why it is available to home gardeners under the same name as pressed.
What does the solvent actually remove?
The oil, and a large share of the active compounds along with it.
Azadirachtin is the one of the most researched compounds of the neem limonoids and is responsible for the majority of the insect-repelling actions of neem. It dissolves in the solvents used to extract the oil; that is how commercial azadirachtin concentrates are obtained. Extraction techniques for this compound include the use of organic solvents and partition steps to separate it from the seed material. It can be said that in that process they are purposefully recovering something that is lost during the recovery process.
The quantities involved are small to begin with. A study of neem materials as nitrification inhibitors worked with neem seeds at an azadirachtin concentration of 3.92 mg per gram. It found the inhibiting effect lasted about 40 days, and its authors recommended neem seed material for short-duration crops. Starting from a few milligrams per gram, a process designed to remove the fraction those milligrams live in does not leave much behind.
Thus, the two substances exhibit different behaviors in the container, even though their appearances are fairly similar in photographs. This indicates that pricing represents the best signal: the product is cheap because its valuable content has already been extracted.
How can you tell them apart in the bag?
Four checks, none of which need equipment, and the first two settle it most of the time.

Smell. Pressed neem material smells strongly and unpleasantly, a heavy garlicky, sulphurous note that lingers on the hands and survives a wash. De-oiled cake smells faintly of not very much. If you can open a bag indoors without anyone in the next room commenting, you are almost certainly holding the de-oiled product. This is the single most reliable field test available and it costs nothing.
Feel. Pressed cake is slightly greasy and clumps when squeezed, because there is residual oil in it. De-oiled cake is dry and powdery and falls apart.
Colour. Pressed material runs brown to dark brown, and the colour comes from the residual oil as much as from the seed. De-oiled cake is markedly paler, often a light tan or yellowish grey, and looks closer to a milled grain by-product than to something oily.
Pack size and price. De-oiled cake is a commodity sold in 25 and 50 kg sacks at low per-kilo rates, because that is how bulk agricultural inputs move. Material sold in 900 g and 1.8 kg retail packs at retail prices is generally the pressed kind, because there would be very little margin in packaging, branding and shipping the cheap material in quantities that small. The economics of retail packaging quietly filter out most of the de-oiled product before it reaches a terrace gardener, which is why the confusion is more common when buying loose from a nursery or in large sacks online than when buying a branded retail pack.
Is there anything on the label worth reading?
Occasionally, yes. Some suppliers declare an azadirachtin figure in ppm, and that number is genuinely useful when it appears. Its absence proves nothing either way, because no rule obliges anyone to disclose it.
What does each one actually do in a pot?
Different jobs, and both are worth having for the right reason.
Pressed neem cake does three things at once. It feeds slowly as soil microbes break it down, it slows the conversion of nitrogen in the soil so that nitrogen stays available for longer, and its residual neem compounds act on soil-dwelling pests, which is what most terrace gardeners actually want it for during the monsoon when fungus gnats and soil grubs are worst.
What does "nitrification inhibitor" actually mean?
Bacteria convert the nitrogen put into the soil to forms that readily wash away, thus considerable amounts of nitrogen are lost.
The process of conserving nitrogen allows more efficient utilization of the given quantity of nitrogen by roots. The phenomenon behind this statement is that this is the reason for looking at neem as a source of agricultural product instead of pest control.
De-oiled cake does the first two and much less of the third. As a bulk source of organic matter and nitrogen it is a perfectly reasonable amendment, and field research on seed cakes as soil amendments finds meaningful improvements in nitrogen-use efficiency from neem seed cake. If you are conditioning a large planting bed and want organic nitrogen cheaply, it is the sensible buy.
When a person purchases an inexpensive product believing that it will work effectively, but sees no results and decides that neem khali doesn't perform, it represents a mismatch. The product functioned properly, but it is not the correct product for the application.
What does the retail product cost?

Does the same problem exist with other oil cakes?
Yes, and mustard cake is the one most Indian gardeners meet next.
Sarso khali, the cake left after mustard seed is pressed, follows exactly the same commercial logic. A cake from a traditional kolhu or an expeller retains residual oil. A solvent-extracted mustard meal has had that removed and is sold cheaply into animal feed and bulk fertiliser channels. The pressed version is richer and breaks down differently; the de-oiled version is closer to a plain nitrogen source.
The identification checks transfer directly. Pressed mustard cake smells distinctly of mustard, clumps slightly, and runs darker. De-oiled mustard meal is drier, paler and much less aromatic. Retail pack sizes at retail prices again point towards the pressed product, for the same margin reason.
There is one difference worth noting. With neem, the active fraction being removed is the part most gardeners are buying the product for, so the de-oiled version fails at the intended job. With mustard cake the main value was always the nitrogen and the organic matter, so a de-oiled version is a smaller downgrade. What should you pay, and what does that tell you?
Price is the most reliable single signal in this category, which is unusual and worth exploiting.
Compared to retail packages of pressed, bulk purchases of De-oiled cake show that this oil is priced considerably less per kilo. The difference is not due to any margin or brand premium, but is indicative of the oil value that has been extracted from one but not the other. If the seller is claiming that pressed neem cake is sold at de-oiled prices, then they are probably mislabelling the product rather than eating a loss, which is much more plausible.
The corollary issue is important. Retail price alone does not secure you the pressed item, since there is nothing that would prevent a seller from beautifully presenting de-oiled cake. Price is one of the aspects that eliminates one possibility but does not validate another which is why using smelling and feeling practices is recommended even after you have paid a suitable price.
One thing that must be made clear is that de-oiled cake is not a fraud. In fact, it is a genuine product with real agricultural applications sold openly to the market by people who seek it. The issue is a misnomer in marketing, not a global case of fraud, and therefore, the two aspects must not be mixed together.
What neither product will do
Three things, and the honest limits here are wider than most gardening pages admit.
How fast does it act?
Neither is a fast-acting pesticide. Oil cakes work only as fast as soil microbes break them down, so the effect builds over one to two weeks and fades over roughly a month. If a plant has an active infestation today, a soil amendment applied today is not the intervention, and expecting it to be is the most common disappointment with this product.
What can you not verify at home?
Without a laboratory test there is no way to put a number on the azadirachtin content of a bag.
Thus, the verifications mentioned in this article enable distinguishing between a pressed product and a de-oiled product instead of allowing to measure quality within the pressed category. Two cakes produced using pressed technology but obtained from different seed lots and produced with different presses may vary significantly from each other, but there is no label showing the degree of difference.
Does it work on leaves and stems?
No. Whatever is in the cake affects the root zone and the soil community, and nothing else. Aphids on new growth, whitefly under leaves and caterpillars on foliage are not addressed by a soil amendment at all; that is a different product and a different application.
Neither do they address the poor substrate. A compacted potting mix that is three years old and no longer drains well cannot be salvaged by an amendment. No amount of neem will replace the need for repotting or for replacing the top few inches of old soil at the beginning of the season.
No justification exists in these restrictions for not purchasing the item. Instead, they can act as a point motivating the buyer to still consider acquiring the product for its functionality rather than focusing on any misconception suggested in any specs related to the good.
Follow the instructions on the packaging for using neem, keeping it away from areas where food is prepared, away from kids and from skin where possible. It is a garden product rather than a household one, and the smell that makes it easy to identify also makes it attractive to animals.

Is de-oiled neem cake useless?

Can neem cake be used as a pesticide spray?
No. Neem cake is a solid soil amendment and does not dissolve into a usable spray. The sprayable product is neem oil, or a formulated azadirachtin concentrate, both of which are applied to foliage. The two are made from the same seed and are not interchangeable in use.
How long does neem cake keep in storage?
Kept dry and sealed it holds for many months. Its enemy is moisture, which starts microbial breakdown in the bag and produces heat, clumping and a much stronger smell. Once a bag has gone damp and lumpy the material is decomposing rather than waiting, and it is worth using it up.
Is neem cake safe around pets and children?
Treat it as a garden input rather than a household one. Store it sealed and out of reach, keep it off food surfaces, and wash hands after handling. Dogs in particular are drawn to the smell of oil cakes and should not have access to an open bag or to freshly top-dressed pots.
